"The core of public diplomacy is, I believe, people-to-people programs.." Secretary Karen Hughes, Under-Secretary for Public Diplomacy and Public Affairs, G.W. Bush Administration, 11 June 2006.

The purpose of these programs is to provide the participants the opportunity compare and contrast the work environment, quality of life, social programs, political structure and policies, economic policy and structure, environment and culture that they are familiar with those of Cuba and to create fellowship with the Cuban peoples.  The primary mode of travel is bicycle. There are three content rich itineraries; Pinar del Rio, El Corazon de Cuba (Cienfruego, Trinidad, Santa Clara, Matanzas), and La Cuna del Espiritu Cubano (Bayamo, Manzanillo, Santiago de Cuba).  Atenas de Cuba is a non-governmental organization based in Matanzas, the "Athens of Cuba."
